Issue Description Some gates (like T4 @ JFK) can be used for International and Domestic. Convert to a bitmap shifting bits left by Enum ordinal. You should still be able to use an existing 8-bit int.

07/06/2025 12:57 ET		 Created Zone HYBRID for Domestic/International. Need to check how we do Gate filtering - we may need to create a method on GateZone to see what it accepts.

Point is that HYBRID gates can be used for Domestic and International. They should match either option.
