Issue Description Since the server is not located in the Eastern time zone but most DVA members are, we should set a time zone name in systemConfig.xml for DateFormatTag to use as the default. I believe that TZInfo.getLocal() or thereabouts is the exact call that gets the local zone.

07/07/2005 15:20 ET		 Added systemConfig.xml property "timezone". The app will default to the JVM's local zone otherwise.
