DEVELOPMENT ISSUE #55 - Add sub-second time granularity to mySQL

Issue Description There are a lot of places where we want to log times in mySQL down to the millisecond, especially with status Updates and the application log. Since sub-second time logging has been around since the 1970s, I can't believe the mysql doesn't support it. Look into this.

Since mySQL doesn't explicitly support a timestamp with millsecond granularity, we need to add an INTEGER column to the Logs and SystemUpdate to store the millisecond value.

The other option is to do what we do with STATUS_UPDATES and use a mySQL BIGINT to store the time. That might work better since it's one less column. We just need to create a DAO Helper class to prevent us from writing the same millsecond value.

StatusUpdate has been modified to use IDGenerator to generate unique timestamps. We still need to tweak the LOG, but there's a seperate issue for this.
