Issue Description	There are a lot of places where we want to log times in mySQL down to the millisecond, especially with status Updates and the application log. Since sub-second time logging has been around since the 1970s, I can't believe the mysql doesn't support it. Look into this.

Luke Kolin (DVA043) 07/12/2005 11:00 ET	Since mySQL doesn't explicitly support a timestamp with millsecond granularity, we need to add an INTEGER column to the Logs and SystemUpdate to store the millisecond value.
Luke Kolin (DVA043) 07/12/2005 11:02 ET	The other option is to do what we do with STATUS_UPDATES and use a mySQL BIGINT to store the time. That might work better since it's one less column. We just need to create a DAO Helper class to prevent us from writing the same millsecond value.
Luke Kolin (DVA043) 07/12/2005 11:15 ET	StatusUpdate has been modified to use IDGenerator to generate unique timestamps. We still need to tweak the LOG, but there's a seperate issue for this.
