Issue Description	KTEX is an airport in our extreme airport achievement, but I am unable to select it in our charter flight request form. We should have all achievement airports in our system for charter requests

Daniel Duhon (AFV737) 09/25/2024 07:40 ET	It works if I went to manually pre-approve a PIREP, however in the "Request Charter Flight" form on the website it will not show up. I was able to replicate this.
